According to the NYPD report linked from the OP's article, whites actually commit 17% of crimes in New York and 20% of those arrested by the NYPD were identified as white. If you include white Hispanics who are combined into a single Hispanic category for the statistical table, the figure for white suspects would be inflated to 33% as around 53.0% of Hispanics self-identify as racially white in the US.

It actually seems to be the exchange of ideas between Asia, Europe, and the Middle East, so that's not really just white people. Anybody who has ever played Civ IV would understand why, or read Guns, Germs, and Steel. For various reasons, the other continents were just more isolated. More obvious why for Australia and the Americas, but it also applies to Africa because of things like the Sahara and non-domesticable wildlife.

The persistence of racial differences today is largely a consequence of culture. The Japanese started out pretty backwards, but fully embraced technology and caught up. Despite what many postmodernists might say, some cultures are frankly bad cultures from the perspective of progress and power. It's not a matter of biology, because if that were the case they wouldn't be able to operate like we do in high-intelligence professions, and some of them do.

It ultimately has to do with the successes of the British Empire until WWII, and America's isolation from the destruction of WWII.
