Hilarious spin! That article means that Trump has LOST the support of 1/3 of voters who voted for him in 2016, but for Dems in 2018.
If Trump looses 1/3 of the swing voters who voted for him in 2016, which is what your linked article is saying, then Trump probably does not carry the counties that gave him the Electoral College win. I don’t think this article is the good news you think it is.

The article says that libs are probably rooting for an economic downturn, I agree, and I think it will be soon. There are too many indicators of a looming recession and i hope we get it soon enough to do Trump in rather than after he is reelected and can use it as an excuse for draconian measures like ending Medicare and Social Security.
I don't think they'll be any way of knowing how the election will go until after its all said and done.
