    When a question is asked about the penalties for not complying with the Paris Accord and the answer is "No more money", you have to admit that does not really clarify anything.

    It's funny. Climate change deniers often ask what's the point of us doing anything to reduce CO2 when everyone else is producing huge amounts of it but when you come up with an accord which aims to set limits in all but the tiny handful of nations who refuse to sign up they want no part of it.
