McLaughlin wasn't admitting the obvious. You only see it as an admission because he's acknowledging the existence of government institutions, which to you, means the Dark State - a shady and sinister entity. McLaughlin doesn't see it that way - quite the reverse - hence his sarcastic use of the term.
