You are confused. First your source RT is Russia Today, a thinly veiled Russian propaganda site parading as news. Second, the story centers around Mike Pompeo. He lost his job the day Biden became president. Sure Trump, Pompeo, and a great deal of the Republican Party wants the greatest harm to come to Iran. This is in stark contrast to Obama who wanted to make friends with Iran. I imagine, once the Biden team gets up and going, that they will take a more Obama like stance against Iran.
I can't think of anything of relevance that Trump did that could be considered "fair and square". But could you provide a quote from Biden, so we understand what you are talking about? Also what specific sanctions you are talking about. Almost all sanctions directed to a nation's economy are meant to starve the people of that country hoping that they will ultimately rise against the government. Or, at least, make it very uncomfortable for them. If that's what Pompeo said, he was just dumb enough to say it out loud. Which defeats the purpose. Because the only way sanctions work is if most people blame more their own government than they blame the government imposing the sanctions.
