    so, like I said in the OP.... it's the carrot dangling by the federal programs in order to get the states to do what they want them to do.


    "here's a bunch of money for your monetarily strapped school district... the only stipulation to get it is you must develop a policy we approve of. If you fail to follow it, we will pull that funding and make you pay back what we already gave you...."

    so just to clarify....

    state policy, based on federal rules where money is the incentive for state compliance
