It’s a great idea. These items should be treaties if they are legally binding upon the USA and the senate should have a say. Treaties require a 2/3rds vote to pass. Biden woukd have a difficult time trying to issue an executive after senate rejection.
Why officially join the Paris deal when we are already beating the numbers it would have had us achieve? The answer is that progressive greens don’t like how we did it and would rather compel us to do it a stupid expensive way instead that benefits China.

Okay, in a few words, why can't McConnell do this after Biden is sworn in? Why is Trump's participation required, and how would any of this preclude an executive order?
It's extremely iffy that the congress could block this. The Court has precedence of siding with the president because the Constitution is very clear. Congress could shut down the payments but as far as what we agree to it isn't up to them. They would literally have to pass legislation that went against what the president is doing and that would definitely land in court. I will look up some relevant cases later because I know there are some.
