Either Hannibal should adjust what he said in his OP, or else, as he said it, CANNOT PHYSICALLY POSSIBLY reconcile, as they are mutually exclusive terms. This means that Saudi government personnel can't have both helped fund the operation, and NOT have helped fund the operation.

The commission report had NOTHING about S.A. government pesonnel funding the plot.. If conclusive evidence exists that they did, as Hannibal claimed in his OP, then this book MUST have gotten it wrong.
