    Curiously, there is no mechanism to petition the federal government that they are by law responsive to, only state government. Which is because there is no such thing as an American Citizen (only state Citizens) and only states have authority at an Article V convention.

    As you know, the Dick act is completely irrelevant in a conversation regarding the 2nd.

    The right form is Article V. There is no other federal form that resembles the effect of petitition.

    Courts are not directly responsive to majority rule.

    The remedy needed required too much authority.

    Which is why petition to the state by a majority of Citizens declaring definition of right anew, using the 9th, to constitutionally define the ultimate PURPOSE of free speech and end the abridging of it by listing the right anew with Article V.
