    "recruiting" 30k people in Russia isn't the issue..it's equipping them and training them getting them to follow orders and and and...you can stick any bloody bozo in a uniform doesn't make them capable or bullet proof....and certainly doesn't make their officer corps any more capable....

    That 17.2% is old news. It was 15.8% last year which includes all private company foreign debt. The Russian government itself only carries right at a $33 billion debt.
