lets say a meteorologist predicts a cat 5 hurricane is going to hit and every one needs to evacuate so every one does and all that happens is some heavy showers
then next month the meteorologist predicts the same and people evacuate and once again all that happens is heavy showers
how many times can meteorologist predictions be wrong causing people to stop listening stop evacuating and when the next prediction happens to be accurate and the population had stopped listening stopped evacuating because of the history of inaccurate prediction and are caught in a cat 5 hurricane

thats why it is so dangerous to over predict and why it is crucial to be accurate

Because of the warnings, people evacuate, or batten down the hatches and stock up food and water and prepare to some extent, so deaths actually are 80,000 instead of 500,000.

But right now, EVERY informed authority meteorologist indicates the weather system that just killed 80,000 instead of 500,000 with warnings and hasty preparations now is very likely bring a even larger wave of bad weather that may kill a larger death toll.
