I think he means an atheist appeal that a god lets people starve is fool-hardy, when they are indeed ignoring those scientific facts that explain the situation. Darwinism, anatomy, physiology.
No, it is an argument I have heard again and again. Claim: Why doesn't God feed the hungry and bring about the end of world hunger? [Supposed] Rebuttal: Why don't you do something about it? The irony is that the rebuttal removes God as a solution and places the power to end injustice in the hands of human beings, a very humanistic argument. The Claim points out the contradiction in all loving deity who listens to our mummerings and reads our thoughts, the Problem of Evil is a huge stumbling block for the theist. They usually conclude that God is either unwilling or unable to stop atrocities, and yet do not see the paradox created in admitting such.
But that's such a faulty tactic. There's no way an atheist could use this a legit source to dispute religion. I mean, can't atheists use science? Hell, the catholic church accepts evolution and the big bang (big bang theory was actually created by a catholic). No one said that any god was the nurturer and care taker of all humans. Except Baptists.
If God is evil because he could reduce or eliminate hunger but does not do so, then you are also evil because you could reduce hunger but choose not to do so. More importantly, you have created your own value system, then decided to judge God against it. That is no different from when a Christian judges an unbeliever against Christian values or when a Muslim judges an infidel against Sharia law.

Romans is the most poorly written book in the Bible. However, what the writer said in 3:10-18 applies to himself as well. So his preaching is worthless. He's like the the guy who said "thank goodness I'm not like those sinners." But in fact, he is exactly like them.
Actually, that its exactly his point. No one is sinless, not even Paul, the author. In another passage he calls himself the worst of sinners. The whole point of christianity is that no one deserves salvation and that no one can earn their salvation. Salvation is a gift from God, something that is given, not earned. Salvation is for the sinner, not the saint.

A God allowing little children to starve to death is not a God who should be defended or admired. He should be hated and reviled.
That depends on your definition of "allow". You pretend to understand the mechanics of the supernatural world.
He is allowing it. Those kids can't help themselves, they are kids. God could help them yet he chooses not to.
