You don't start a murder trial with the actual crime, you start showing that the defendant had means, motive and opportunity.

We'll get to the falsification of business records...but first lets show what the money was used for. Tie the money spent to illegal campaign contributions. THEN we show how the business records were falsified.

No one made him pay off Daniels
No one made him falsify the business records about that pay off to Daniels.
