Well, the next step towards a dictatorship would be gathering intel on the people of the country to see who is with you and who is against you. Trump has ALREADY asked for that when he instructed all the governors to submit voter data that included name, last 4 of their social, what political group they are affiliated with, whether or not they served in the military, and who they voted for since 2006. Sounds like the beginnings of a purge to me.

Per law, when two people (a buyer and a seller) agree to commit an illegal act (send a fraudulent loan application to a bank), they are equally guilty of fraud.

When the victim (the bank) goes along with the fraud and sells the loan to a fourth party (Wall Street), all three are guilty of fraud.

If Wall Street knows the loans are fraudulent and sells them to large investors in the US and around the world, then everyone from start to finish guilty of fraud.

Stupidity is no excuse for fraud. In this case, the fraud was so pervasive there was no place to start prosecuting, but let's not whitewash greed.
