I'm paraphrasing my comment - using cluster bombs against the Russians would allow the Russians to do the same (without violating any international agreements). And given the fact that the Russians have a much more diverse and larger stockpile of cluster munitions than all the NATO countries combined, the Russians are more likely to benefit from it.
