The country was started by white Europeans practicing their culture. Their laws were based on centuries of enlightened thought from Europe, and they put safeguards in place to keep this (and them) dominant.

We know how the country's of other races are. We know the cultures present there and what it leads to. It's only a theory that these people are going to somehow come here and carry on the culture that we, not them, have practiced. In reality, they bring their own cultures and their new homes start looking very much like their old ones.
