Cool chart. The approach to safety has to be more like identifying indicators and attempting to address them. We do that with background checks. But, as you point out, there is no real way to determine how the weapon will be used once the perp has the gun. In other words, our idea of "legal gun owner" is seriously weak, and certainly justifies improvement.
I think you are trying to redefine the problem. Gun death is the problem being discussed here. That's a far clearer definition of a problem than is "violent crime".
Gun deaths fall into violent crime. It could be said that these states see their problem children killed in gun crimes which slows down other crimes. You can’t selectively pick the type of violent crime you want to consider. If you did you would be ignoring the bigger picture and creating an environment that fosters more violent crime without guns.

Well, in Wyoming that wins the highest gun death rate, 86% of gun deaths are by suicide. You could eliminate all those gun deaths, and death by suicide by other means would likely remain the same.
