The usual procedure is not to call off running or just started events, but to cancel them on following day.
Current events are only stopped or called off when a direct danger for them is given or the own country is hit. Rarely foreign things like now Paris cause this.
If you blame now Obama, please investigate what Bush Jr. did when Al Qaida bombings in Spain were or their bombings in London happened.
