Even in the U.S., no member of the State Department is going to be able to issue an official American condemnation, if the President is not on board with it. This is only more true, in these Caliphate type nations.

Bahrain, for example, is a Constitutional monarchy, with a King who appoints half of the legislative branch. The Prime Minister, is the Crown Prince. So when Bahrain issues any condemnations, it is understood that their King and royal family are signed on to it.

The United Arab Emirates (UAE) is an autocracy. So any national statements, represent precisely the sentiments of its rulers.
