Because Presidents don't control budgets alone and in fact are the weakest of the three bodies that do. It was the Gingrich/Kaisch budgetary spending restraints, tax cuts and welfare reform Clinton was forced to sign that produced the budget surpluses of the late 1990's and early 2000's and the Bush/Rep congress tax rate cuts and budgets that got us through the 2001 recession and into a full recovery bringing the deficit down to a paltry $161B by 2007. When have Dem policies and budgets done better recently?

And again it is supply-side not the fallacious "trickle-up" uninformed leftwing commentators invented. Supply-side has nothing to do with a "trickle-up", it has everything to do with growth in the markets, the economy and in incomes and thus tax revenues. Works every time.
