I am not sure of the answer to that, but what does that have to do with freezing new leases, which were obviously wanting to actively drill? Biden admin said, regarding the Russia/Ukraine crisis that they would do everything to keep gas prices from skyrocketing, and then he freezes new drilling leases to make sure we don't take any action on helping the working Americans and oil supply.

That's just on federal lands and they could simply fast track appeals from this lefty court or reverse his executive order that lead to the court decision. Have they? You do realize he banned them in his first week of office, hence the lefty court decision, right?

New federal data shows the Biden administration approved 3,557 permits for oil and gas drilling on public lands in its first year, far outpacing the Trump administration’s first-year total of 2,658.

Nearly 2,000 of the drilling permits were approved on public lands administered by the Bureau of Land Management’s New Mexico office, followed by 843 in Wyoming, 285 in Montana and North Dakota, and 191 in Utah. This is absolute lunacy. All we have to do to put Russia in it's place is drill and build modern nuclear power. Once the nuclear power is in place, you can slow the drilling and let Russia dies a slow economic death.
