    Anyone could, but the POTUS would need to give such a bill he has written to someone in Congress and ask them to file it.

    At any rate, seems doubtful the above is what Biden had in mind.

    And? He has no standing to walk to the House floor and introduce a bill. Presidents propose legislation all the time.

    Perhaps, but that wasn't a point I was arguing.

    Oh, no. SCOTUS said that SCOTUS had no constitutional authority to rule on that case. Legislation is possible.

    We've been over this. Legislation has to be introduced by a member of Congress. Anyone can propose legislation (even writing it up) but only a sitting member of Congress can present it to the Body. I believe there's a box on the Speaker's podium where Bills are placed for consideration. Only members can put Bills in it. I'm not sure why anyone is defending Biden on this. My point was simply to point out Joe's misspeaking. He's not actually able to "send a Bill to Congress"; he can only propose and contribute to writing one in conjunction with a member of Congress (who will "send it").

    State legislation on abortion is possible. No federal legislation on abortion is possible unless one advocated for packing the courts.

    Don't you think it depends on the language of the Bill? It's not as if the SC ruled abortion unconstitutional, just that it should be decided by individual States. With that in mind the SC actually ruled that abortion IS constitutional.
