"Iron Dome" only protects against short range systems. When Israel shared the Iron Dome technology with us we fielded it under the name "C-RAM" (Counter - Rocket, Artillery, Mortar). Trump's comments seem to indicate he is totally aware of this and seeks another solution to protect against the kind of ICBM and possibly hyper velocity weapons that threaten our nation. His words seem to suggest he is looking at a "non-kinetic defense". I'd almost bet that if questioned, he's thinking about a new type of defense, possibly EMP. That seems to be where we're headed. That would meet the 17 second requirement quite nicely, with time to spare.

I’m okay with addressing debt and cutting spending to so but would never agree that military spending should be cut before safety nets. Both have safety concerns for our populace but to cut one without the other is a none starter no matter how you look at. There has to be give and takes. In a time Biden is giving a free pass to college kids for simply existing it’s hard to make the argument that defense should be cut because we all the sudden care about debt.
