Biden conducted ICBM interception tests early in the Russia Ukraine spout. But nothing we have is capable of destroying an ICBM with a supersonic vehicle attached. Something Russia has. I personally do think we need to become more defensive capable

You evaluate the odds as best you can and then try to determine whether it is a cost effective decision. This has to be done ahead of time.

And to my knowledge, not one single person ever said that a determined terrorist attack could never happen here. The only question, ever, was when and by what means. No bing bang boom missile defense system would have made a difference in that case.
