    It doesn't make sense to give the militia (you would read the national guard or something) the right to keep and bear arms when its given that an army would have them. That comma is there to separate the two clauses to give the people the right to keep and bear arms.

    Someone killed another person, took their weapons, and committed crime.

    That's also an argument to disarm the police and military.

    You need neither. You can't drive on public streets without a license and insurance, private property is another story.
