    What does that have to do with anything?

    The reason for seizing the tanker was EU sanctions against Syria.

    The EU can obviously sanction non-EU members if they choose to.

    Yes they can, That is why the Royal Navy is currently in command of a tanker registered to a non-EU nation (not Iran if I remember correctly) containing Iranian oil.
    The tanker tried to enter EU territorial waters with a cargo destined for a sanctioned nation in contravention of EU law.
