You can fire at least four rounds per minute with a primitive single shot muzzle loader (equivalent to a musket). Which means in a mass shooting situation you could easily fire off 20 rounds in five minutes.

Though deer hunters often muzzle load hunt with two or three guns at once and keep all of them loaded. So they can get off more shots initially.

 

Driving and/or consuming alcohol are not mentioned in the U.S. Constitution as a right.

Actually most drunk drivers do not get into accidents. I remember running the numbers when candidate George W. Bush's drunk driving arrest came up in the 2000 campaign and someone said "it's a miracle he didn't kill anyone".

After running the numbers I found that only about 3% of instances of drunk driving actually result in any kind of injury or serious property damage for several very obvious reasons that I won't go in to here.
