Oh no, Im sure it can. I just can't tell you exactly how, and likely no one else can either because the details of such things are often classified. But rest assured, our drone bombers flying around on the other side of the planet are not being remotely piloted by Musk's or any other civilian's network. Thats just not how our military operates. And they could share that network with Ukraine. That would be dumb and very likely compromise the network... which is why Ukraine gets to use Starlink instead.
The Ukrainian were asking for access to GPS guidance networks. Yes, the US has had this since at least the 1970s if not the 1960s. No, Ukraine does not have access to the military GPS network of the US this why they use civilian networks like Starlink.

Musk - for the purposes of the war - is a US operative .. and if Musk was to help Ukraine .. this would be viewed the same as the US helping Ukraine .. and the US is not currently allowed to help Ukraine target the Motherland .. this is current policy .. and Musk giving GPS access would violate that policy.
