Real veterans in Russia does not live so bad- they have high pensions, lots of benefits etc. Although of course they could do much more for them. No idea where did you pick up this picture and who are there depicted, but sure not veterans.
But you are right, they could spend the money they use to restore the battle for Reichstag, better to help more veterans.
In general, reconstruction of historical events - it is not something new. Such reconstruction also exists for Borodino, battle with Napoleon, for example.

I think you are right, for the old people living in the remote areas certainly. In big cities, like Moscow or St. Petersburg, although, this is not the case. I think this show is done because there nothing to be pride of currently in Russia.

Well, judging by pictures- kinda crappy. I've seen much better reenactments in person, for example roman ones in Kolomenskoe park couple years ago. ^^

Been there, saw it - even got myself a classic impractical souvenier from it - authentic-clay-cup-witha-tiny-crack-in-bottom-though-which-any-liquid-slowly-seeps-out. ^^

Also, some pictures too - though making photos of any serious action was nearly impossible. That crowd...
