First of all, Russia has no need for any aircraft carriers and if anyone truly believes that, they're mistaken. Russia is a continental power while the USA is a naval power. The USA will probably never face an invasion while it’s a regular thing in the recent Russian history. The USA was a major naval superpower in the 1920’s, way before the draft during the WWII made it a complete military power.
Different situation = different stance.

The rationale of the United States Navy is projection of forces. That’s why the USN have so many aircraft carriers and LHA ( helicopter-carrying amphibious assault ships). The USN is built around the mere idea of protecting the carriers and projection forces whereas the Russian Navy has a defensive stance. It is built to destroy projection forces with its massive submarine force. Retaliation with submarine launched ballistic missiles is also one of the main mission of the Russian Navy. The defensive stance of Russia probably explain why their anti aircraft missiles are so good compared to western missiles.

Russia is a regional power in eastern Europe and central Asia. Aircraft carriers are almost irrelevant in this area of the world.
