Russia is well-equipped to fight higly organized larger-scaled terrorism. However, when it comes to small tight-knit cells that have a decentralized command and control structure.. Russia lacks effective execution. The "lone gunman" / small terror cell threat offers militants an advantage while exploiting Russia's counter-terrorism weaknesses.

Admittedly, smaller threats always pose a more difficult counter-terrorism mission - to any nation. Overall, [in my opinion] I believe Israel has done an exceptional job in disrupting and denying the "lone gunman" threat. Perhaps, Russia can learn from Israel's counter-terrorism strategy to more effectively combat this new stream of attacks. These attacks are most likely probing attacks in order to distract from the upcoming Sochi Olympics, and to properly identify security response times and procedures of Russian security personnel. The concern lies with how ready security personnel will be for the upcoming Olympic events in Sochi. If militants can bypass security procedures, or overwhelm security for the event, then they can successfully conduct a high-profile attack - effectively embarrassing Russia on the international stage. They want global attention to their cause.. It's similar to the saying "there is no such thing as bad press" for this situation.

Hopefully, Russia can successfully deny the militants the opportunity to conduct an HPA at the Sochi Olympics. If that is not the case.. we will certainly see a shift in focus for the "global war on terror" away from the Middle East / Central Asia. Who knows, perhaps that is the militants' proposed end state.

(Keep in mind, this is not a criticism of Russia)

 

The US can't control individuals, even politicians, from going overseas and saying whatever. I'm sure the Russians didn't like McCain cheering on some rebels in Syria, either, but nothing can be done about these things.

 

Russia is not "always" cast in a bad light in the media I see. There's not enough about Russia and most other places, generally.
