Personally, I have always wondered the real reason W upon receiving the news he just sat there. If you go back and watch his reaction it is not that of a POTUS but that of someone that knew of the possibility and found it to be true on his watch (an oh chit moment). To me there is no doubt the executives,(Bush, Darth Vader, Condi Rice) were aware of the potential of an attack and choose to ignore it just as in WW!!. They knew but sat on their butts.

I think the bigger question is why did the SS allow him to sit there, knowing our country was under attack. At that point in time a real surprise attack would have had presidential protective services moving him to a secure location, ASAP. His whereabouts for that morning was published days before 9/11, yet SS did nothing. This inaction leads me to believe someone knew something, they knew the prez was in no danger. Him sitting there withthe deer in headlights look tells me he was oblivious to what was going on around him
