    Not certain, at a minimum, it is about extent.
    I'm traveling through a state: can they bust me if they are on lock down, but nationally, we are not and we're supposed to have open state to state borders, free commerce, full faith and credit, etc.

    so you have no evidence that non-essential businesses in South Dakota were forced to shut down by the governor.
