Two come to mind: 1) C.I.A. analysts analysis, particularly the ones from Alec Station. Since it was known that 1) al Qaeda sleeper cells were in the U.S., 2) Planes were going to be hijacked & used as weapons & 3) that bin Laden wanted to & was planning to attack the U.S. it would have been a logical analyst move or a supervisor ordered task to do threat projections for likely targets to be attacked - White House, Pentagon, Capitol Building, etc. A list of that nature would have already existed methinks, which is a good segue into #2. 2) No air defense technology at the Pentagon. Yes, I know that Reagan International is within close proximity (like maybe 3 miles), however, in September 1983, the Sandinista government in Nicaragua was tipped off on a contra related plot to attack the Augusto César Sandino International Airport. One of the runways points directly over the Pentagon, many aircraft fly low over it daily. Tell me: what kind of anti-aircraft weaponry would you recommend, given the terrain and the layout of the city around the Pentagon?
The kind that shoot rogue flying weapons out of the blue sky. And location? The Pentagon sits on 500+ acres of land, I'm sure placement of antiaircraft weaponry could get pretty creative.
First, shooting anything down near the Pentagon would have the potential to cause significant damage to innocents on the ground. Second, these were domestic flights so, they the had a jump on everyone who might have been able to react.
The whole story of the "FLT77" aircraft flying in at impossible speed, knocking over lamp poles, and penetrating the Pentagon wall such that 99% of the aircraft entered the building..... GIVE ME A BREAK! wow man it could happen like that........
The authorization to shoot aircraft down was granted on 9/11 per long-standing SOP: if an airplane refuses to acknowledge an escort's orders. Therefore, collateral damage, as in everywhere else, was deemed acceptable. Pentagon radar would have picked up a plane without its transponder & would have known, based off trajectory and a large drop in elevation, that it was heading straight for them.
What I would like to know, is if there was video of that view on 9/11/2001 and if so, were is the video? and also if there is no video, has anyone who was in a position to view this traffic cam, been interviewed, and if not WHY not?

absence of transponder signal stating that it was an aircraft that belongs in that air-space, + the fact of no radio communication with said aircraft, + the fact that the trajectory was NOT lined up with the runway, should have set off alarms, and indeed set off alarms before "FLT77" even started to descend, for all anyone knew, a airliner sized radar blip with no other ID could just as well be a Soviet Bomber, how would you know for certain? considering the fact that the WTC had already been attacked, shouldn't our forces be on alert for anything suspicious?

and their testimony is all over the place some state that they saw a small aircraft like a commuter jet, some report a military aircraft ( etc .... ) and one even went so far as to say that he observed the wings folding up and the whole thing entering the building ..... best case would be video from that traffic cam, but it was either stolen by the perpetrators or there wasn't any video ( depending on the source of info .... ) whatever ......

The same radar that was placing the faked 'blips' on there (leftover from the live exercise the military was running simultaneously maybe?). A blip isn't JACK. It's a 'blip' .
