Yup, the cdc had given few if any recommendations for mask wearing. The evidence wasn’t there yet. The article confirms that. It’s no more no less then medical science knew at the time.

what was Trump saying…..be gone in spring. Science said, it’s likely get much worse in which case recommendations could change.
