The head of the Fed is the presidents appointee, the president has to sign every budget, the president is the ceo and at his discretion can choose or not to choose to enforce govt regulation in stock market practices, the list goes on. Including, spending the spending of every penny his cabinet controls. To say the president doesn’t have much impact on the budget, is the stupidest statement ever made.....and we’ve heard a ton here.

 

Yes and the only thing the fed controls is interest rates, through controlling the money supply. How much money it has to work with is determined by congress. Further the president doesn't have to sign a bill for it to become law it does so automatically after 30 days unless the president vetoes it.

 

I think you are part right, that EOs are for quick, temporary fixes. But I also think they use them for provisions that they know won't pass congress.
