Duh, partially. The insurance companies need bigger pools so that they can handle pre-existing. All the costs are not tranferred to the young but you are right about the healthy. Insurance companies rely on the premiums for the healthy to pay for the sick. People buy health insurance so that, if they get sick, they will be covered. Even the penalties if people do not get health insurance is to pay their portion to cover sick people. They do not get that benefit if they get sick. We who are healthy pay for more than our own expected costs. That is our share of covering the sick but we do get the benefit if we get sick.
