If the cops cannot handle a screaming handcuffed nine year old without pepper spray, we need to reduce their budget and start hiring some folks trained to do so and send them out. .

 

He wasn't doing time when he was 12/13 years old yet you think that for some obscure reason that the boy could kill someone with his hands handcuffed behind his back but you haven't explained how? I would like to know how just so that I can understand your point in bringing up that example

 

It didn't. Generally speaking, police officers usually make most situations worse.

 

He most certainly was doing time at 13, he recently had a birthday and turned 14.. And being stubborn "Not doing lesson plans" he still has 10 months to go.. They can keep them here until they turn 18 then they must release them, until then, they stay a ward of the state until they finish their indoctrination training and conform and show total submission to authority..

She was already in the car. You would still support the officer if he punched her

There are consequences to resisting address. I don't expect a nine year old to know that and she shouldn't have been sprayed but it may have been necessary in the mind of the officer to bring her under control. Police work isn't always pretty.

 

She was sprayed twice by two different officers when she was already in the car and she wasn't under arrest

 

She wasn't even wearing address.

 

If she was handcuffed and put in a car then she was under arrest.

 

She was not arrested

If a cop cuffs me and puts me in a squad car I would consider myself under arrest and rightly so.
