Absolutely beautiful. The "extremely costly" part makes me wonder. If in the 19th century it was not extremely costly but normal to build with such detailed artistic expression, what are we now doing wrong in the 20th and 21st centuries that this has now become extremely costly? (I guess advanced technologies don't help again.) Apart from this, let me go wild, and suggest a few cost reductions, such as mayors make people reproduce the artistic details in many exact (wood) replicas of each elemet, rotting or not. For example, people in the town prisons could be given pictures/drawings of the artistic details, and they would not be allowed to complete their sentences until they reproduce x number of exact copies of each piece. What's your opinion?

Wow, prison cell ... even that is cleaner than US prisons. What I was thinking about was from that Lena wrote that restorative work on historic wooden architecture is very expensive. So I began to think that if people had time to pay for such beautiful woodworks in the 19th century, then we should look for people with still a lot of time today, when cities order maintainance works. In my humble opinion, the people with the most free time are old people and prisoners. In the US, we make our prisoners do car registration number plates, roadside railings, uniform repairs, as well as other public works. So if it is hard to find money to keep up the buildings in good shape, these prisoners could receive raw wood in prison, and start carving that raw wood into shapes that are copies of the wooden artworks on the buildings.

Tomsk city government spend a lot of money to maintain wooden buildings. There are special firms doing wooden buildings. As I know, tomsk prisoners are making bricks, working clothes.

Yes, I can understand Russian language, but still there's no point in arguing salary...For instance, the cost of living in Tomsk, Russia is ~44% cheaper than in Chicago, IL (data based on 2,279 prices entered by 270 different people) while it's cheaper to live in Belgrade than Tomsk ~4% which is insignificant difference between two.
