This picture looks like they are giving a blessing, not saluting Hitler. I've made that gesture myself in church with he rest of the congregation praying over an individual. I certainly wasn't saluting Hitler.

You know, Inledsva, even Wikipedia understands the way churches were in a bad situation when Hitler was in power. Certainly, some people were swept up in the Nationalism, but the Vatican never approved, and attempted to work through diplomacy to mitigate the damages of totalitarianism.
