It was always clear to me that Ukraine could not win this unless the U.S. and nato countries got involved (boots on the ground). And the U.S. doesn't wanna and Europe won't. So negotiation was needed to keep Ukraine losing the least possible.

I keep hearing that our leaders don't have a strategy. I think they do. Everyone in the Biden administration knows he couldn't negotiate his way out of a paper bag and neither could Blinken. So..I think the strategy was always to throw enough money at this to keep it going as long as possible, and simultaneously hope that propaganda would be successful in pushing the Russian people to overthrow their government. Then Biden could take credit for not only winning the war, but the regime change (which all the war hawks from both parties love!) It was never about Ukraine winning. Only trouble is it isn't working.

 

Our government was convinced threatening Russia would lead
to a war, that we would 'bleed Russia white' and the overthrow
the Putin government and break up Russia in the same way as
the USSR broke up.

That narrative though fitting the observations, wasn't quite right,
and the expectations that just because Russia wasn't as militarized
as the US, and had only 7% of the GDP, and would be facing not
just the US but all of NATO and a few other countries, also didn't
go as expected.

Unless of course a leader in Ukraine isn't liked by America so they stage a coup and overthrow the government in 2014.
